age state."

Intelligence services fear that China and Korea (which already
possess EMP capability) or Iran (which is actively pursuing it)
could pass an EMP device to Al-Qaeda terrorists.

A primitive, medium-ranged rocket launched from an offshore
freighter might be able to take an EMP device high enough to do
the trick.
